If you remember your history, you will recall that the Greeks won the Trojan war by hiding in a large hollow wooden horse in order to enter a heavily fortified Troy without knowledge. This indeed is how a Trojan gains access to your computer. Trojans get on your computer by downloading seemingly harmless programs such as games, pictures, music or movie files, but once these programs are executed, their job begins. Trojans may only do things to annoy, but they can do worse damage. Trojans can erase your disk, send your credit card numbers and passwords to a stranger or let others use your computer for illegal purposes like denial of service attacks, crippling networks for months.

The easiest way to tell if something is a rogue anti virus is:
    1. It uses exclamation points, any exclamation points at all. These are used to scare the user into downloading it.
    2. It uses abbreviations like IE for Internet Explorer (Real Ant Virus Programs would say InternetExplorer 8) 3. If you deny it access it constantly begs you to download.

If you suspect your laptop is infected and you try and log in to a bank site then you are mad!
The only way to be 100% sure you've got rid of this virus is to format the harddrive and reinstall Windows.

P.S. On your new install don't work as admin. It's working as admin that leads to this kind of situation in the first place.

Next time tell us what the name of the virus you need to remove. It is difficult to give you a good answer without this.
    ==================
Note if a scan detects a problem but is unable to remove, start the computer in safe mode with the internet line disconnected and run a full scan.

In severe cases your system restore files will also be infected. In these cases you will need to turn off system restore to prevent malware hiding in the system restore files and reinfecting the computer during removal or during a future system restore. Turning off system restore deletes the system restore files.

Right click on "my computer"> Properties > System Restore Tab > Check box turn off system restore

After the malware is removed turn on system restore.

ClamWin is a Free Antivirus for Microsoft Windows
that uses the GNU General Public License by the Free Software
Foundation and is free (as in freedom) software.

    http://www.clamwin.com/content/view/18/46/

Because it is free, the standard requirements for antivirus programs
would not be quite appropriate here. It doesn't have real-time
protection, so it can only be used as an on-demand scanner and doesn't
offer any real-time on access protection. However, this is where its
usability lies – as an additional layer of protection, it's very good.
With no real-time protection ClamWin won't conflict with any other
    Anti-Virus program.

Clamwin's programmers designed an unique scanning engine that no other
antivirus has so it increases the chances of malware getting detected.
The scanning engine scan everyfiles like it is searching for head lices
    with a tooth comb.
Most malwares are designed to attack popular antivirus products,
but since Clamwin is much less used, it's capable of fighting the viruses
    when industry leaders fail.
